China to carry out fully unemployment insurance next year


As learned from the Ministry of Labour and Social Security, China will basically solve the problem of laid-off workers in the State owned enterprises left over by the planned economy in the next two to three years, and will realize the amalgamation from the providence of basic daily allowances for laid-off workers to the unemployment insurance in 2005.

According to the Ministry, Liaoning in northeast China and other seven provinces have realized the amalgamation. The provinces that have not performed this task are mainly in central and west China. When the amalgamation is fully implemented, the concept of "laid-off" in the traditional sense will no longer exit. There will be relevant law and regulations to govern the reduction of staffs in the enterprises, and the laid-off will enjoy the unemployment insurance and minimum allowances of living.

Zheng, Siling, Minister of Labour and Social Security notes that the longer the amalgamation takes, the more the contradiction will be, and so the higher the cost in handling the work. Therefore, the central and west regions that have not performed the amalgamation should take time in working out a preliminary plan as soon as possible and step up the amalgamation. After the realization of amalgamation, the eastern region should vigorously explore a new mechanism that makes overall plans in solving employment issues in urban and rural areas, and devote major efforts to developing vocational training, helping those unemployed to reemployment.
