That's not going to jibe with sustaining SS benefits at their current levels, unless we make up for the difference out of the general fund. We still need to address the fact that people will get more out of SS than they put it. Should we reduce benefits, and if so, whose benefits will be hardest hit?

These are the questions JF wants answered, and not even Bush will answer them. Instead, Bush says that's a job for Congress. OK, but that sounds like quite a cop-out, given that Congress isn't willing to shoulder the political burden of cost. Well, except for Lindsey Graham, but Bush publicly ruled out Graham's proposal, which to me was rather dumb on the part of Bush.
