Re forests in Australia.

Plant photovoltaics first. Deionize sea water by electrolysis, burn the hydrogen to produce more electricity, collect the water. Pump the water to the forest locations, plant trees around the photovoltaics. Start at the periphery of the country and work towards the centre.

Build cities around the production sites and power stations.

Produce timber, methanol, ethanol, oxygen, hydrogen, plastics, electricity, photovoltaics and lots more besides.

Bingo, a vast new industrial complex supporting a billion people. Easy eh?
