Well for one thing, the US government gives "foreign aid" to many countries. Much of that foriegn aid has strings attached, such the money can only be used to purchase stuff made by US companies and by people who live in the US.

And, yes, there are people who make a living deal with connecting people to that money. I know. My wife was involved in this stuff for funds given to Peru. Tens of millions of dollars worth per year. Big deal. And with that kind of money at stake, there's plenty of motives for bribes and kickbacks. That's why the government enacted the "Foreign Corrupt Practices Act". Look it up.

So to give if some sort of economic hit man aura -- is just salemanship. To sell the book.

NSA and CIA Security clearances: Yes they "lifestyle" polygraph you. I know dozens of people who have undergone this process. But to go on and say its is used to seduce you or compromise you -- again salesmanship.

And you believe this passage: .... When Carter was thrown out (and that’s an interesting story–how that actually happened), when he lost the election ...

Carter was thrown out of office by the CIA. The same agency that was completely fooled by Israeli and Iranian intelligence about WMD. Yeah Right.

I'm not saying what he's writing about isn't fundamental true -- but he's also representing the facts in such a way that makes the ordinary seem very un-ordinary. In other words, its mostly bullshit.
