Kaplan takes a moment in time and expresses his fear of collapse in our military capability.

We are heavily drawing on national guard and reserves but this is due to decisions made a decade ago to cut back full time military figuring we had a peace dividend. The alternative is to build back up the military and rely less on reserves.

More important he doesn't touch the political reasons for lack of military in Iraq. Why are we fighting this war without major help from nato, United nations. I doubt we went into Iraq expecting first of all Turkey to not support our troops crossing over from their border. Second , germany, france , Russia etc not coming to help out after the major fighting was over. I expect the lack of support around the world was a big surprise to the administration. To extrapolate the current political situation into future military capability is wrong.

We will adjust our numbers in active military and reserve and assignments for the future as Rumsfeld is currently trying to do.

What we had in Iraq are leaders of various countries who were gaining strong financial incentives from Saddam to continue to support his regime and look the other way. Of course as we now find out about the united nations kick backs for oil for food program do we see even more clearly why France, Germany, China, Russia never came to the aid of Iraq.

Why wouldn't Kaplan take these specifics into his review of our overall military capabilities in the future? Does he expect things to remain the same if we were to consider military action in a different situation?
