I think Barnett wants to de-emphasize the American empire because his goal is for the entire Core to work towards cleaning up the gap. Calling ourselves an empire is bound to cause resentment among those we want to cooperate.

Still, my question is, how many aircraft carrier groups do the rest of the countries in the Core have?

I think the rest of the world already thinks we are an empire, and resents it already.

We export freedom, and we do it with the connectivity of our ideas.

Not to mention the carrier groups.
