Ever hear of a punch card counting machine?

Hardly qualifies as a computer.

Some of these machines did have electrical plugboards that could be wired to control how they interpreted the cards - to some extent. Zeroing the count was easy- -you just powered off the machine. Counts were kept by relays or vacuum tubes; when those lost power, then were powered on, they would come up in a "zero" state (if working correctly - never a certainty with that sort of electronics).

So what so you advocate- -we go back to strictly hand counting of paper ballots?
