The problem is that funds expended to help the victims of the disaster will produce no political gain to anyone in Congress or the White House ... in addition, the failure to expend the funds will not produce a political loss to anyone.

So an incumbent sees no political advantage in doing anything. If he proposes spending $200m in relief efforts, a challenger may attack him on the grounds that it was wasteful to do so when the money is needed here at home. Better to sit on his/her hands, mouth some platitudes and do nothing.
