You won't get a mass of people, not to mention the relevant officials to all act together and appropriately without prior training. If you or I were to jump up this minute and begin phoning the police chief and the governor with a dire warning, would they act without having official confirmation? How would they know what to do, unless they had already done evacuation planning?
