The USGS knew of the earthquake and the threatening tsunami according to a UK Member of the European Parliament of Sri Lankan origin, but did not have the names of government contacts to alert them. He was very angry that there is no early warning system in place except for the Pacific.

I have no doubt that such an EWS could have saved lives in areas over 3000 miles from the origin, such as Kenya and Somaliland, but it all hinges on an in-country emergency plan to issue warnings.
