Louis, it was very nice of you to post an excerpt from the SEC text. It is clear the notice of liability is given to "a broker-dealer, an investment adviser or any other person or entity (in which a security is involved)", or "a scam artist", in particular, to a person such as Westerhaard, a swindler-promoter who attempts to have "defrauded investors in a securities-related scheme".

If the SEC regulations were strictly enforced, such swindlers will pay far more than $5,000.
