It's not possible for this disaster to be "over-subscribed."

Organizations establish general policies based on overall operating conditions, not once in a lifetime events. Their policy makes sense over the long haul.

I don't disagree with your assessment of the need in this case, but that only means that they won't have any surplus to redirect, which makes your issue moot.
