I can't believe that the NYT doesn't realize that there is a limit to the amount of funds that USAID can send out without authorization, and that fund was exhausted. Maybe it is poor public relations for the administration not to have made that clear from the beginning, but it would have been nice for the NYT to have editorialized on that in a positive way.

If they're so concerned about the global image of the US, presenting us in a more positive light would be a nice beginning.
