Powell is not the President. The first reports indicated the death toll in the eleven affected nations would be in the tens of thousands. That demanded a statement from the President, not a lame-duck underling. The result of Bush's ineptness is the perception that America doesn't care. The initial $15 million in announced aid was a joke... we spend that much in a a few hours in Iraq. America will probably wind up contributing more aid than any other nation, but first impressions count... and Bush, as usual, screwed up an opportunity to better America's reputation in the world.
