Guess we'll never know for sure, because he left the scene and delayed reporting the accident for hours. I'd say the presumption would be he delayed to give himself time to recover from the martini's he'd been drinking.

The story about repeatedly diving down to try to get her out is Teddy's self-serving story, and was not witnessed by anyone but him and the fish (and the soon-to-be-dead Mary Jo Kopechne).
