No, I don't think 35 million is generous. But anyone writing editorials for the NYT has no excuse in not knowing that initial pledges by an administration are the tip of the iceberg. They have access to only petty cash. Big bucks take acts of Congress and time. Plus there is money being spent by other federal entities independent of those pledges. How much do you think it takes to get a carrier there? The military is spending on the response. Any US entity on the ground there is spending funds that come from their regular appropriations to the extent that they have discretion. And then there is the fact that we have both private and public contributers in this country. Tax money pledged by the administration is not the only source. That may be so in socialist countries but not here. Look how much Google and Cisco have raised. And direct contributions to charities. I'll bet the Red Cross has raised a bunch.

The NYT editors should know two things. One is that "the US" is not just the government. The other is that the government cannot spend unappropriated money, that there are procedures that must be followed to get at the big bucks. The initial response from the administration is the tip of the iceberg and comparing that with pledges from other countries is apples and oranges. Jan whats his name from the UN may not know that but the NYT editors should.
