GRNO will be lucky if the SEC case is completed in less than a year - OK less than a year from the start of the trading suspension. During which time all aprties, GRNO included, will surely have the opportunity to assert, explain and try to prove their innocence.

Private litigation directed at the SEC? I think not!

Rather, if there was the slightest wrongdoing, as already seems apparent, then anybody who lost money by buying GRNO stock after the first such wrongdoing will be positioned to sue any and all possible culpable parties (and thereby their insurance carriers) to try to recover their losses from someone - and further enrich the legal profession.

Consent Decreee - glad to see that you researched this.
The consenting party agrees that it will go and sin no more, and doesn't have to admit that it has ever sinned before. In the more difficult/egregious cases penalties and remedies get involved, as in the EPA case you found.

Usually this is a remedy the government pursues if they are satisfied that the subject is suitably scared to death and will not sin again - and if there are no REALLY bad people around - just some misguided ones, perhaps.
