If it is established that Ukraine County counted 3,500 more ballots than persons who are listed as voting in the election, a fair conclusion would be that those ballots were fictitious and fraudulent.

There is no way to trace ballots now, so if there is no reasonable explanation for this discrepancy, the only way to resolve this will be to have a new election.
