So you are saying that Japan is more socialist than Germany? Or Germany is cheaper than Japan? What's your point wrt Japan/Germany?

As far as depending on private individuals and firms, I still haven't seen any numbers. Are you saying that US companies and individuals are giving more than the 500 Millions from Japan? Or more than European companies and individuals? My experience with US corporations is that they have a significant focus on the bottom line, over charity. Charity is not really their function, it's more of a PR concern when the issue raises it's ugly head.

I think you may be reading things the way you wish they were, rather than the way they really are.
