I won't argue that. He gave a "shoot on sight" order respecting German subs months before war. This eas for American destroyers ESCORTING ships carrying war materiel to Britain.

FDR was chomping at the bit to go to war in order to get the country out of the depression.
I think he simply was a Brit and heart and strongly favored the English.
