How is the assertion that the Indonesians have only themselves to blame - which I agree with, 100% - a "racist" comment?

Besides which, blaming any people for the earthquake/tsunami strikes me as...religious poppycock[.]

It does me as well, and I'm sure that wasn't what the poster was suggesting. Instead, I'd assert that the lack of an early warning systems was their fault and their fault alone.

It's a tragic, painful way to learn the lesson, but that's how it goes.
