The latest argument I've heard is that absolute amounts comparison isn't fair, and that we should compare per capita giving. Then those same people will start to show the U.S. per capita figure as only the gov't pledge divided by number of citizens. This is absolutely fallacious, as giving by U.S. companies and citizens is liable to be far more than the total gov't pledge after all is said and done. By contrast, citizens of Muslim countries generally don't have as much money to give, so the largest donations tend to come from their governments. So if you want to look per capita, you have to look at public and private sector donations. You can't arbitrarily exclude one or the other.
