Wow, that's paranoid.

When government incompetence, lethargy, inertia, and fear of doing anything is mis-attributed to a conspiracy involving multiple nations, that's a real stretch. Normal activity with unfortuante results gets attributed to some fantastic super competent conspiracy.

It does look like the Thai meterological people had a breif window for a warning, but may have been worried about scaring tourists.

This is typical government response - See the movie 'Jaws' , one of the Ibsen plays, behavoir of various governmnets with SARS, crime, etc.

People don't want to believe -

1) The earth is dangerous, and nature doesn't care.

2) Goverment is made of average people, who don't really care, and want to avoid risk.

3) Government is not your mommy, and won't look out for you.
