For those interested in aid donations by country, I took the CNN donations (as linked before by mindmeld) and normalized to 2003 GDP. Normalized the results to the USA figure (i.e. USA = 1) and sorted the results.

Country Aid $M 2003 GDP $B Normalized AID/GDP to USA

My Comments:

1) For a nation that loves to travel Germany looks rather poor.

2) Given their adventures in Iraq, Poland and Hungary look poor.

3) Muslim countries listed look quite good. Many missing completely though.

4) Many countries (Africa, S America, Arab, etc) missing. Some but not all are poor (Africa in general). However, S. Africa at $432B GDP should have been on this list.

Someone else can feel free to look at it normalized in other ways.
