how many personnel and aircraft carriers and support craft are these other countries sending?

Well, some of them (France) have sent equipment. It would appear that the US donations go to the affected countries not to paying the cost of our own personnel and support. It maybe that such costs will be added in to the US aid contribution. The 100's of billions spent in the WOT large goes to ourselves of course.

I think the good old USA will come through fairly well in the end, government, corps. and individuals. The only fault I see is that some damn seismologist could have placed a few more phone calls in the first few hours and possible have saved a lot of lives. But that would have required thinking...
