Three reasons......initial reports indicated the quake was in the 6.0 category and not a 9.0 level which is a huge difference. Not all underwater quakes result in life threatening tsunamis. Thirdly, tsunamis are virtually nonexistant in the Indian Ocean are where this one hit.

I agree that Sumatra was toast, but Thailand at 75 minutes could have been warned simply by getting on the web and getting phone numbers for the most popular resorts, then placing a few phone calls. Even a 10 minute warning to those places could have saved a lot of lives. Further away there was even more time. Looking at the 9/11 response and the first few days response this time, I suspect that an all out nuke attack, if delivered by anything other than missiles or bombers would have have wiped out the US. Bush just can't comprehend anything rapidly. But it is not just Bush. Hindsight is 20/20.

What's interesting is that nature presents its own warning system............several minutes before the tsunami hit, the sea recedes hugely............often uncovering sunken ships near shore. Any adult seeing that happen should have known something very weird was about to occur. And then a couple of minutes before the tsunami hits.......a roar can be heard from the sea and lots of froth can be seen a least a mile out. Unfortunately, people stood frozen as if watching a form of entertainment.
