Hi Ray Something of a follow up to your post on the use of fear to increase US military spending. Here is an Obit for Paul Nitzke form Slate, with links to some of his key National Security Council documents -

It is interesting that we now know that the Soviets did have an expansioist intend, but most of their leadership (not all of them - certainly Stalin was dangerous) was more risk adverse than we estimated.

Estimates of Soviet miltary capabilities have swung from underestimation to overestimation and back several times, especially as technology has changed.

My conclusion is that it was very hard to do a realistic assesment of Soviet intentions and capabilites, there seem to be tendencies (or political forces) push the extreme views.

With this background, what should the US relation with China, the new Russia, and the EU ?
