It was upgraded to 9.0 only later.


It's not the magnitude of an earthquake which creates a tsunami, but the specific frequency at the surface. A high frequency will cause frothy surface conditions but no wave, a very low frequency will cause a low slow moving wave that would act more like a tide. This one was just right to slosh the water out of the indian ocean.
