The 1.8% is only reached because "new Europe" is growing fast.

Well Elmatador, certainly you are right. But in the long term, improvements in the economies of the eastern part of Europe will benefit the stagnating part. So the average, 1.8%, has some significance still. In ten years that's 19.5%, in a generation of 30 years about 70%, highly noticeable.
