The Democratic leadership passed it. Lyndon Johnson had to allow it because it was JFK's idea.

Of course, the southern Democrats opposed it. After it was passed, they found their ideas resonated better in the Republican Party, and that is how the entire south became a Republican bastion.

Excerpt:

"There goes the South for a generation," Lyndon Johnson is said to have predicted as he signed the 1964 Civil Rights Act into law. Actually, it's been two generations, but otherwise Johnson was dead-on.
