I haven't done any shorting in a couple of years but Harrisdirect tended to have shares when others didn't. It's not the broker so much as the clearinghouse, imo. Harris uses Pershing which is apparently pretty decent at having shares. However Harris no longer allows you to short under $5 stocks which is why I opened an account with them to begin with.
