I am confusing nothing. A unilateral attack is an attack without a valid reason. Provide a valid reason and the attack is not unilateral. If the US had a valid reason and was the only party on one side, it would not be unilateral because there would be two sides. Self-defense is the best example. If you attack me and I defend myself, my response is not unilateral. A unilateral attack is one without cause -- provide the cause and it is not unilateral.
