I spoke to a friend of mine who works in an EDS-type corporation (they do IT for a lot of large corporations). According to him, corporate CIO's are looking at Y2K as a license to spend. Basically, if a CIO has ear-marked money and spent it in the name of Y2K, then he's covered his butt if something goes wrong. He says they're getting a lot of unexpected contracts from people either upgrading their systems (rather than fixing them), or fixing them. Some companies are saying "cool, look at this additional IT money we got for Y2K--let's upgrade our favorite systems!!"

To split hairs, I got the impression that he thought a lot of this money didn't really need to be spent; but the salient fact is that it _is_ being spent.
