I'm sure it does. I wonder whether the limitations can't be done to them (you can't ban them from a thread), simply don't apply (you can ban them from a thread but they can post anyway) or if they apply but can be overridden (you can ban them, then they can't post, but they can undo the ban any time they feel like doing so).
