If one can't, or couldn't, make a cell phone call on a commercial aircraft: why in 1998, 1999, and 2000 - when my job involved periodic air travel - did pre-flight announcements include turning off laptops, cellular phones, and "other electronic devices"? (People used them anyway, both on the tarmac and aloft, but that's merely incidental.)

Where did the claim that cell phones don't work in flight come from?
