Wonder why the full consequences were not appreciated by a country like United States. US is the first one to report seismic activity and tried to raise alarms even before Tsunami hit on many shores. It is just flat footedness. Here you can see an example of some nimble footedness. headlines.sify.com PS: As Cirrus mentioned - the initial response was bungled and we can move beyond now that Bush is handling the situation well. It is also unfair to say that Americans are stingy. They just happened to less informed about world affairs than say Europeans. Once they know the scale of suffering they open their purses really wide.
