Powerful people of any sex making non-consentual overtures (leading to coitus or not) towards subordinates is harrassment. It may ALSO end in rape. They are different crimes but not exclusive. One is federal - sexual harassment. One is not. Both are felonies. Anyway, other than the prurient interest you have in the matter, why is any of this important on a geopolitical level?
