Evidence was there, but was not conclusive. It was a matter of relying too much on informants who had agendas, and downplaying the possibility of alternative explanations for harder evidence. But even Blix speculated that Saddam had deliberately supported disinformation on this score, to appear more threatening than he was, or, alternately, that his advisors had pretended to carry on programs while retaining only a skeletal capacity.

As for "the rest of the world", Americans are aware that there is widespread rejection of the Iraq policy overseas. They just don't much care.
