Making the SS a "picture ID" with additional info seems to be the simplest way to go.

I dunno. They'd have to go to the expense of making it virtually impossible to counterfeit. Then they'd have to have a system of updating it as pictures get get out of date. Remember than babies get SS cards. But renewing even every ten years for adults would be costly. There's already an infrastructure for issuing and updating the driver's license and everyone would still need one of them on top of the SS card.
