China amends petition rules

Beijing, China, Jan. 6 (UPI) -- China's leaders have moved to protect the peoples' right to petition local governments, and clarified procedures through which complaints may be submitted.

Premier Wen Jiabao chaired an executive meeting of the State Council Wednesday to draft new rules on local petitions, the state-owned Xinhua news agency reported.

Details of the new regulations replacing those from October 1995 have not been released, but Xinhua reported, "Local governments and relevant departments are to clear the channels for petitioning and guarantee the right to make proposals and complaints."

The amendment called on local governments to quickly publicize the new petition rules and encourage the public to follow them, "with the aim of maintaining social stability," Xinhua said.

There was a spate of localized protests involving violence across China during 2004 on issues ranging from inadequate compensation for relocation to pensions in arrears. The central government fears these groups could join together to form a common cause.

According to an official survey, 40 percent of petitioners' complaints were about police, courts or prosecutors' offices, 33 percent concerned poor government, 13 percent involved corruption and 11 percent cited specific cases of injustice.
