For the obvious reason that "cheap" is not enough to prompt someone who is already the largest individual shareholder of a big corporation with billions of shares out to buy more. It has to be so cheap that commonsense principles of diversification become total noise. Neither SUNW nor MSFT is anywhere near that cheap (since they're not cheap at all).
