Actually the war on terror was already going. While we had intel to suggest (and even Hans Bilx said he expected to find WMD) that WMD's were there it became a terror sweep. If we even had reasonable doubt about WMD's in Iraq we owed it to the American people to step in before AND material or Intel was transferred to terrorists.
