I haven't bothered to find out who upgraded WIND. I observed totals from First Call to spot the change. A short while ago, First Call showed three analysts ranking WIND 1.7 on average, each ranging from 1 to 2. Now First Call shows analysts ranking WIND 1.3 on average. First Call uses ranks varying from 1 through 5, with 1 being the highest, which I refer to as a strong buy. (They use different terminology.)

The shift to 1.3 on average indicates that one analyst upgraded from a 2 to 1, i.e., to the equivalent of a strong buy.
