Bill,
Sonar is both active and passive. Active sonar would certainly have detected the undersea mount. But that would have meant "pinging", which gives away the position of the submarine. In the arena of undersea warfare, the quietest wins. I suspect that the charts were off. But that won't save the Captain's career.
