Don't set an impossible condition and then throw up your hands and say -- "you see, these people cannot be treated like civilized human beings". You want peace, make it now and THEN you have a shot at stopping terrorism. If you don't make peace now, there will never be peace, except what peace you get from killing, and that is no peace at all.
