You are right.

The Canadian system does waste incredible money, though, through having no means of restricting frivolous use of the system. I think that at taxation time every Canadian ought to be assigned a "user fee" in accordance with their net income and their usage--nothing onerous...just something to make endless Dr. visits more discretionary. Those not paying taxes should be restricted to state run hospital care so that physician discretion may take the place of personal discretion. Absolute freedom is not a right.
