In a private memo circulated to Republican allies on Monday, an administration official argues that guaranteed government benefits to future retirees must be cut substantially.

Bush's plan:

1. Cut benefits to retirees.
2. Increase risk
3. Give money instead to campaign contributing brokerage firms
4. Privatize in stages until SS is dead and Bush is happy that people are, again, poor in old age.
