You are neglecting the most crucial element. Israel won. The Pals have not. Those how win no longer need terror, it becomes a liability. Those who have not yet won still employ terror.

I remember reading a very interesting description (from Rabin??) about the Irgun evicting the Pals from Lot and forcing them into the hands of the Arab Legion BECAUSE they knew the resulting humanitarian problem thus forced on the Legion would handicap them in the fighting. Very clever, no?
