Why at "taxation time"? Why not a fee each time they use the system? Provisions could be made to take care of those who couldn't possibly pay. And you could begin to control one of the worst traits of "free" systems: overuse.

I saw that NEJM article. I'm hoping for more specific info with more breakdown into cost areas. I'm not sure the US KNOWS what it pays for health care. And I suspect the same could be true of Canada. Gov'ts are excellent at hiding info they think you shouldn't know.
