The biggest problem in Canada appears to be that they ration health care.
The same can be said of the US system, but it's done differently. The rationing is by economics: no money (or, better, insurance), no care (mostly). The mostly is because ER's are legally required to treat and stabilize anyone who comes in. If follow-up care is required and you have no money or insurance, you are likely SOL.

The choice may be between overuse of a "free" resource and delay of treatment until the emergency stage is reached.

Nobody said life was going to be easy.
